Sheilan Wins Civil Service Bypass Appeal
Town of Natick Appeals

On May 21, 2005, the Civil Service Commission issued a long-awaited
decision in the case Sabourin vs. Town of Natick in which the Commission
held that the Town had violated the civil service laws by bypassing Deputy
Fire Chief Jean Sabourin in appointing a new fire chief for the Town of
Natick. The Commission held that the Town had denied Sabourin important
procedural rights in the selection process and that the Town's reasons for
bypassing Sabourin were clearly pretextual. Rather than simply comply
with the decision, the Town filed a Motion for Reconsideration.
Meanwhile, the current Chief, who was improperly appointed four years ago,
has announced his intention to retire as fire chief in January.
